Meet the Attorneys


JACK B. SPIRA

Jack B. Spira was the founding member of the firm, Spira, Beadle and McGarrell, P.A. in Palm Bay, Florida in 1992. He received his B.A. from Cleveland State in 1970 and Juris Doctor from Case Western Reserve University in Cleveland Ohio in 1973. He was admitted to practice in Ohio and Florida in 1973. Mr. Spira has resided and practiced law in Brevard County since 1976. He practices primarily in the areas of real estate; land development; corporate law; condominium and homeowner’s associations; land use; wills; trusts and landlord/tenant. His practice involves litigation in all of these areas.


Mr. Spira’s real estate practice includes a full range of services, including drafting and preparation of residential and commercial contracts, leases and mortgages, as well as operating agreements and shareholder’s agreements. He also handles real estate closings, business transactions, general real estate litigation, mortgage foreclosures and evictions. His local government and land use practice includes representation of clients before Brevard County and various local municipalities and governmental agencies.


Mr. Spira has been a member of the Florida Bar for 50 years. He has previously served as president of the Palm Bay Area Chamber of Commerce and served on the Brevard County Planning and Zoning Board and the Florida Bar Grievance Committee for the Eighteenth Judicial Circuit.

James P. Beadle

James P. Beadle is a member of the firm Spira, Beadle & McGarrell, P.A. in Palm Bay, Florida, with honors, and received his J.D. from the University of Florida College of Law. Mr. Beadle has resided in Brevard County since 1968, and graduated from Cocoa High School. Mr. Beadle is Admitted to practice before the United States District Court, Middle District of Florida, the United States Eleventh Circuit Court of Appeals and the United States Supreme Court.


Mr. Beadle practices primarily in the areas of local government; general real estate practice; condo and homeowner's associations; land use; wills and probate' landlord/tenant and administrative law. His practice involves litigation and appellate work in all of these areas. Mr. Beadle has served as the City Attorney of the City of Satellite Beach since 1985, and the attorney for the Melbourne-Tillman Water Control District since 2000. Mr. Beadle currently serves as a special master for the City of Palm Bay regarding code enforcement lien reductions, and has served as special counsel for other cities. 


Mr. Beadle's real estate practice includes a full range of services, including drafting and preparation of residential and commercial contracts, real estate closings, drafting residential and commercial leases, general real estate litigation, mortgage foreclosures, evictions and appeals. Mr. Beadle's local government and land use practice includes representation of clients before various local government agencies, including code enforcement matters.


Mr. Beadle is a past president of the Brevard County Bar Association and served on its Board of Directors. He also served on the Florida Bar Grievance Committee for the Eighteenth Judicial Circuit (Brevard and Seminole Counties). Mr. Beadle is a past President of the East Coast Zoological Society of Florida, Inc., which operates the Brevard Zoo, and served on it's Board of Directors for twelve years. He still serves as a volunteer attorney for that corporation. Mr. Beadle served on the Attorney Liaison Committee of the Melbourne Area Association of Realtors for Approximately ten (10) years.

Thomas P. McGarrell

Thomas P. McGarrell is a member of the law offices of Spira, Beadle and McGarrell, P.A. He has resided in Brevard County since 1968, graduating from Melbourne Central Catholic High School, the University of South Florida, with honors, and Stetson University College of Law. Mr. McGarrell was admitted to the practice of Law in Florida in 1982 and is a longstanding member of the Trial Lawyers, Business Law, and Family Law sections of the Florida Bar Association.


Mr. McGarrell Primarily practices in the Civil litigation with focus on Marital and Business Matters including Divorce, Custody, Child Support, Alimony, and Modification/Enforcement of Final Judgements together with disputes involving Contracts and Real Property.


Mr. McGarrell is a member of the Brevard County Bar Association where he served for many years as a member of the Board of Directors. He also served multiple terms on the Bar Association's Grievance Committee, Unauthorized Practice of Law Committee, and Fee Arbitration Committee.
